The Assistant Vice President - Construction (AVPC) will be responsible for all aspects of project management, property and project development, including startup, obtaining building permits, preparing tenders, budgets, estimates and construction schedules. The AVPC will work with in-house and external construction personnel to ensure project design and construction is executed in a timely and efficient manner while maintaining integrity of design, and will work closely with the organization to ensure feasibility and costing of projects. 

Role and Responsibilities

  • Manage project startup from conceptual design to shovel ready; federal, provincial & municipal permits, Construction Management process
  • Tender Process, Budgets, Estimates, Construction Schedules, progress and monthly reports
  • Review and comment on shop drawings along with Project Manager
  • Analyze survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to plan projects
  • Manage trade contractor site meetings, RFI’s, invoices and control document process
  • Observe that Work Safe Practices are being followed during site visits
  • Verify the accuracy of change orders and ensures change orders properly executed
  • Manage completion requests and Tenant Occupancy dates and Project close out
  • Ensure all contractual issues are resolved and dealt with in a timely manner
  • Coordinate and direct the buy-out of trade contracts including a scope of work review
  • Finalize all sub-trade contractual issues
  • Prepare contract with trades
  • Created detailed analysis of line item exposures
  • Conduct cost-benefit analyses, risk analyses, and NPV calculations to determine investment feasibility
  • Make recommendations for material selection and fabrication details
  • Mentor junior engineers and technicians
  • Oversee career and educational development of team personnel
  • Track all project costs to ensure completion within budget; procure extra budget funding where necessary
  • Closely monitor the efforts and billing of third-party workers, such as consultants, contractors, and other specialists
  • Review completed projects in order to identify areas for improvement and make recommendations based on findings
  • Authorize/approve all project personnel transactions, purchase requisitions, change requests, etc.
  • Ensure all company and project policies, procedures, standards, etc., are adhered to
  • Provide direction to planning, scheduling, and engineering functions as required
  • Collaborate with engineering firms, architects, provincial and municipal regulatory bodies
  • Provide up to date status reports relating to changes
  • Establish an effective close-out plan early in the project
  • Provide professional advisory services and civil and multi-discipline engineering expertise
  • Ensure adherence to company SOP’s

Qualifications and Education Requirements

  • PEO Civil
  • P. Eng Designation is required
  • Bachelor of Civil Engineering from a recognized University
  • 25 or more years of mid-rise multi-residential Construction experience
  • 25 years of direct work experience in construction project management engineering field.
  • Strong theoretical and practical civil engineering experience
  • A solid understanding of all construction trades and construction techniques
  • Strong communication, leadership, problem-solving and interpersonal skills
  • Full understanding of Building Codes
  • Able to effectively communicate with all types of staff, including laborers, technical, professional, and upper management
  • Sound experience in architectural, structural, mechanical and electrical discipline related to MURB design and construction
  • Possess a valid driver’s license
  • Strong working knowledge of Microsoft computer software (e.g. Excel, Word, etc.) and email

Working Conditions

  • Travel to the site, and off-site locations will be required
  • Work both indoors and outdoors
  • Will be exposed to construction site
